Who and what we are and what we are doing


Ndiigbo:

The ‘PICAD’ is a sovereign national conference of any number of accredited delegates or representatives of Ndiigbo from all groups, sections and subcultures of Igboland at home and overseas. This sovereign national conference of Ndiigbo shall convene at an overseas location, rather than in the homeland.

The purpose of the conference is to debate and adopt AN IGBO CHARTER or CONSTITUTION, which proclaims the AUTONOMY and SELF-DETERMINATION of ONE UNITED IGBO NATION, whether within Nigeria, ECOWAS, the African Union or as an independent nation within the comity of Nations, according to the WILL of Ndiigbo. The administrative and political structures and systems, policies and programs in all spheres of life, and/or guidelines thereto, necessary for a viable and prosperous Igbo Nation shall also be proclaimed.

The ‘Org Com’ of the ‘PICAD’ is charged with the primary task of instituting, organising and supporting the ‘PICAD’ to attain its objectives. It is continuing to consult Igbo individuals, groups, sections and subcultures at home and overseas, in carrying out its tasks, and has continued to broaden its membership base to include all segments and parts of the Igbo Nation.

The ‘Org Com’ adopts a neutral attitude towards, and respects the proposals, views and positions of all Igbo individuals, groups sections and subcultures. It welcomes all proposals on behalf of the ‘PICAD’ without bias, fear or favour, and does not and cannot obstruct any agenda from reaching the ‘PICAD’. Its duty is to collect, collate and pass-on all proposals and agendas it receives to the ‘PICAD’.

However, the ‘Org Com’ is not the venue for debate on, or adoption of any agenda or document. Nor can it, on its own, adopt, submit, propose or recommend any document for the purposes of the ‘PICAD’. Only in the ‘PICAD’, when it is instituted, may proposals, documents and agendas be debated, adopted or rejected by Ndiigbo.

We call on Igbo individuals and groups to take the opportunity offered by the ‘PICAD’ to present their respective agendas to Ndiigbo and to convince them to adopt these in the Igbo Charter or Constitution.

We call on Ndiigbo not only to prepare and submit proposals to the ‘PICAD’, but also to come forward and serve in the ‘Org Com’, and send delegates to or become accredited delegates to the ‘PICAD’.
